Dear Ministry of Defence,

Under the Freedom of Information Act I would like to request information regarding the procurement for the contract on the Measures of Effectiveness course run for 15th Psyops Group by Strategic Communication Laboratories (SCL) and/or Behavioural Dynamics Institute (BDI) from 2011. Could you tell me a) who was involved in commissioning this contract - their name, rank and assigned post; b) whether the contract went out to tender for other companies to compete on; c) if it did not, what was the rationale for this and who was involved in the decision. Please let me know if you anticipate this going over the cost limitations and I will revise my request.
