Trafford Commitment to Masterplan Process for New Carrington
Dear Trafford Metropolitan Borough Council,
Paragraph 1.8 of the Updated Planning Statement for the Junction Planning Application (109755) suggests that the Council has “has resolved that development can come forward ahead of the masterplan provided that it would not prejudice the masterplan”.
Please confirm where and when this resolution took place, who made it and how communities were involved in the process of coming to this decision.

Officers understand that this is a reference to the Infrastructure and
Development in New Carrington - Developer Contributions report which went
before the Planning Committee in February 2024. The main report, the
Additional Information Report, and meeting minutes are already in the

The formal resolution of the Planning Committee in respect of this report
was that (i) that the contents of the report be noted and (ii) that the
Planning and Development Management Committee approve the formula for the
calculation of interim developer contributions in New Carrington for the
purposes of the determination of planning applications with immediate
effect. There was not, and has not been, a Council resolution in the way
the Planning Statement describes. Please note that assertions made in
Planning Statements are an applicant's own view and do not necessarily
reflect the position of the Council.
Section 9 of the report to Planning Committee explains the relationship of
planning applications to the Masterplan. However, the report should be
read as a whole to fully understand the Council's position. Any planning
application coming forward ahead of the Masterplan will need to be
considered on its own merits on a case-by-case basis. Any particular
application's relationship to the Masterplan will form part of the overall
consideration of the merits of that application and will be set out in
officer reports.
