Traffic Wardens ,Blue Badges , Disability and Headteachers

Dear Medway Council,

Where a family has multiple disabled persons please could you answer the following questions.

If a disabled person has a blue badge can they park on double yellow lines for under 10 minutes whilst they drop their disabled child at school as long as they not obstructing the school?

If all the parents are told by the school to park on the double yellow lines, yet the person with a disability is singled out as being in the wrong by the school , can a school then treat the person with a disability differently to other non disabled parents/ taxis who park on the double yellow lines and drop of children at the school?

If a traffic warden then tells the disabled blue badge holder and all the Parents/taxis to move onto private land , must the disabled blue badge holder obey the traffic warden ?

Is private land , not owned by the school a matter for the school to be concerned with, it Is only the legal owner of the land that can take action against the parents/ taxis and the disabled parents?

If a Headteacher has a grievance with a disabled person with a blue badge and parking can that person shout and threaten in writing to pull there sons disabled school provision , because of the parents disability and the parking issues?

When a Headteacher stands over a disabled person and states "they can do as they like" in relation to disabled parking ,does this remark constitute a disabled hate crime?

How does Medway council tackle the issues of hate crimes , where a person doesn't look disabled ?

Do Medway council take disability hate crime seriously ?

How do people report disability hate crime to Medway council or can they only report it to the police ? is there any process for a disabled person to report disability hate crime?

Does a person have to use a wheelchair to be disabled? or to own a Blue Badge?

Should the local authority be involved , as the disabled child has an EHC plan and the parents duty is to take the child to school?

I am writing to request an internal review of Medway Council's handling of my FOI request 'Traffic Wardens ,Blue Badges , Disability and Headteachers'.
