Dear West Sussex County Council,

Please supply the following information:

1. All traffic pollution data or other information recorded in your files, even if collected by another organisation, at all Bognor Regis High Street recording points between 1st January 1996 and 31st December 2005

2. All West Sussex County Council agendas, minutes and reports between 1st January 1996 and 31st December 2005 which mention Bognor Regis High Street also the proposed or actual closure of Bognor Regis High Street to through traffic, also any information in your files concerning the levels of traffic pollution measured or estimated in Bognor Regis High Street.

3. All communications between Arun District Council Officers or Councillors and West Sussex County Council Officers or Councillors, whether signed or not, between 1st January 1996 and 31st December 2005 which mention or refer to the proposed or actual closure of Bognor Regis High Street to through traffic and/or the actual, estimated or supposed traffic pollution levels in Bognor Regis High Street.

I refer to your request for information for all traffic pollution data at
all Bognor Regis High Street recording points between 1 January 1996 – 31
December 2005.

Your request was received by me on 11 October 2013 and is being dealt with
under the Environmental Information Regulations (EIR) 2004.

 

I am now in a position to respond to you as follows.

 

The County Council does not collect data on pollution from traffic, or any
other source of pollution as this is the responsibility of the District
and Borough Councils.  However, in response to this request, a search has
been conducted of electronic files relating to the Bognor Regis High
Street scheme which was introduced as part of the County Council’s
highways capital programme during this period.  This search has not
revealed any traffic pollution data or references to traffic pollution in
formal or informal documents that remain on file.

 

Between 1996 and 2005, communications with officers or members at Arun
District Council would have been conducted by email.  As the County
Council does not retain copies of all electronic communications
indefinitely and all members of staff who were directly involved in the
Bognor Regis High Street scheme are no longer employed by the County
Council, these communications are no longer obtainable.

Dear CI Group FOI,

Thank you for your response dated 8th November.

You have not supplied and do not refer to the content of item 2 of my request, being agendas, minutes and reports. Please supply these.

It is not believeable that you retain no records relating to the closure of Bognor Regis High Street during the period mentioned, nor that within these there is no reference to the pollution issue, even though the pollution information was gathered by the District Council. This was stated as a major factor in the closure by yourselves and you would therefore have had to have been in possession of the information in order to properly pursue the issue of closure.

You state that a search has been made of electronic files. I would therefore request that you search ALL files, electronic or otherwise, and supply me with the information I have requested, including communications between Arun District and West Sussex County Councils as mentioned in my request.

Thank you for the information you have provided, but from that it appears that there is other information in your possession which has not been provided.

Within the report dated 16.10.2000 by the Head of Transport Planning, para 1.1 states that "Consultants were appointed to investigate...the need for environmental improvements in the High Street..." I would like to see the results of that investigation which must contain information relevant to my request.

Para 2.3.5 states "The pedestrian enhancement scheme contributes to...improved environment (air quality) from fewer vehicles..." This statement of fact would not have been guesswork and must have been based on information held within your files, and I would like to see this information.

In another document you have supplied: "History of events leading to implementation" para 7 states: "Public consultation...including information sent to all households...a manned exhibition...followed by further unmanned display..." I would like to see the content of the information given to the public in these exercises, which almost certainly contains information relevant to my request, particularly as Cllr. Mrs Morrish is quoted in another of the documents you have supplied as saying:"The main reason for this scheme is seen as being to limit pollution from vehicles..."

Thank you for your follow-up request dated 16 December 2013 for further
information relating to the Bognor Regis High Street scheme and I regret
the delay in responding to you.

 

We have undertaken a thorough search of hard copy documentation in our
archive section in relation to this scheme and I attach the information,
as mentioned in your email below.  I have also attached a copy of the air
pollution data from 1996 – 2006.

 

I would like to add that we do hold additional types of information and
you may wish to take the opportunity to view this if you would so wish.
 This information consists largely of lots of plans/notes/Traffic
Regulation Order information, as well as contractual information on the
implementation of the scheme, aside from the information mentioned above.
