Traffic Penalty Charge Notices

Dear Isle of Wight Council,

Please would you provide me with a copy of the dataset in electronic form relating to the raw data you have associated with the issue of Penalty Charge Notices for contraventions of regulations relating to Isle of Wight Council pay and display car parking areas, broken down if possible by car parking area, or taken over all council operated car parking areas otherwise for the financial years 2011-12 and 2012-13.

Please would you also provide me with information for the financial year 2012-13 breaking down payment data for tickets issued by the River Road Car Park, Yarmouth ticket machine relating to:

1) the number of tickets sold for each ticket duration;
2) the revenue obtained for each ticket duration;
3) if possible, a breakdown of the number of tickets purchased at the £1.90 rate where £2.00 was actually paid.

If possible, could you also provide me for the same period with raw and summary data relating to:

1) the number of Penalty Charge Notices issues for contravention of regulations associated with vehicles parked in the River Road Car Park, Yarmouth
2) the number of each type of contravention PCNs were issued against;
3) statistics relating to the time in minutes after the ticket expiry time at which PCNs were issued and, if possible, the duration of the tickets defaulted against to which PCNs were issued;
4) a breakdown of appeals made against PCNs issued relating to this car park by reason given, as well as outcome data for the different representation types (successful, not successful) and data relating to cancellations of PCNs (contravention type, reason for cancellation).
5) In respect of payments made against PCNs for this car park:
- percentage of payments made at the reduced rate
- percentage of payments made at the full rate
- percentage of payments made after a Charge Certificate is issued
- percentage of PCNs where informal representations are made
- percentage of PCNs where Formal Representations are made
- percentage of PCNs taken to Court Order

notices.  As required by law, the Council will respond to you as soon as
possible and no later than 20 working days after the receipt of your
request.

 

Under the Freedom of Information Act 2000, the council is able to charge a
fee where the cost for responding is above the Appropriate Fee Limit as
set out in the Freedom of Information and Data Protection (Appropriate
Limit and Fees) Regulation 2004.  The fee limit is set down by the Lord
Chancellor and is £450 which equates to a maximum of 18 hours of search
and retrieval time. 

 

Should your request fall into this category, we will notify you as soon as
possible, to discuss any options available to you.

 

The Council may also charge you the cost of disbursements, such as
photocopying and postage.  Should such costs be incurred in providing you
with the information you have requested, you will be notified of any
charges as soon as is reasonably practicable.

 

If you have any complaints in respect of your information request, please
write to the Corporate Information Unit at the above address, or complete
the on-line appeals form that can be found at www.iwight.com/information. 
If your complaint is not resolved to your complete satisfaction, you have
the ultimate right, once you have exhausted the internal appeals process,
to appeal to the Information Commissioner.
