Traffic order in place plascrug avenue, Aberystwyth

Dear Ceredigion Council,

I am heading a current campaign to address the issues on parking outside Plasgrug school in Aberystwyth around the island and safety of the children and pedestrians entering and exiting the school grounds.
I have been advised to request what the official traffic order is that is in place for outside the school.
As I have been led to understand with the double yellow lines all around the island plus the yellow blips that are present on the pavement there should be no stopping, no loading, dropping off and definitely no parking.

On the opposite side of the road to the school there is a bus stop which has restriction on it from 7am -7pm.
I would be very grateful if you could either confirm that the above is correct or inform me what the traffic order states if different so it can be made clear to the parents.
At the moment some parents think that it is legal and ok to stop outside the gates, all around the road and even just stop in the road as approaching and going around the island to let children in and out of the car.

Freedom of Information Request - Traffic Order

 

With reference to your email of 7 January 2016, please find attached
scanned copies of the Traffic Regulation Order maps covering the Plascrug
Avenue Area (ABE3 and ABE4).

 

I can confirm that the roundabout at the end of Plascrug Avenue is
predominantly covered by a Prohibition of Waiting and Loading at Any
Time.  This means that vehicles must not park, wait or carry out loading
operations on sections of road covered by the prohibition of loading. 
However, this restriction does enable a person to board or alight from the
vehicle  i.e. dropping off, subject to the vehicle not being parked /
stood waiting.

 

The remaining area of the roundabout (not coloured on map ABE4) is covered
by a Bus Stop Clearway operational between 7am and 7pm.  Bus Stop
Clearways do not require a Traffic Regulation Order and as a result are
not indicated on the attached plans.  No vehicle, other than a commercial
Bus, may park or stop in an Bus Stop Clearway (even to board or alight
from a vehicle) during its hours of operation.
