January 2012 asking for information about the Hammersmith Flyover closure.

 

Your request has been considered in accordance with the requirements of
the Environmental Information Regulations (EIR) and TfL’s information
access policy. You asked for:

 

Details of any traffic modelling assessments that exist of the impact of
the closure of the A4 flyover at Hammersmith. Please provide full details
of the assumptions made in any such models.

 

Unfortunately, TfL does not hold the information you have requested. TfL
has constantly been monitoring the impact of the closure and part-opening
of the Hammersmith Flyover since it was initially closed on 23 December
2011, and adjusting signal plans accordingly to mitigate traffic impacts
at the Flyover and on the diversion routes. Please note, however, that no
traffic modelling assessments of the closure have been conducted, as the
matter was unplanned and required an immediate and strategic response.

 

Please accept our apologies that we are unable to assist you further on
this occasion.

Dear Transport for London,

Please pass this on to the person who conducts Freedom of
Information reviews.

I am writing to request an internal review of Transport for
London's handling of my FOI request 'Traffic modelling of A4
Hammersmith flyover closure'.

The request was declined because TfL claim to not have any
modelling of the impacts of closure because it was unplanned.
However, the minutes of a "Hammersmith Flyover - Emergency
Preparedness Discussion" meeting held on 12 Aug 2011 show that TfL
were working on contingency planning including models (see minute
4.7).

I would like these contingency planning models of the impact of
flyover closure to be released.

Dear Mr Arif

 

I am contacting you further to your request for an internal review of the
handling of your request for information. Your request was considered
under the Environmental Information Regulations 2004. You requested:

 

·         Details of any traffic modelling assessments that exist of the
impact of the closure of the A4 flyover at Hammersmith.

 

The review has been carried out by a panel of individuals who were not
involved in preparing the response to your original request. I am sorry
about the delay in providing you with this response.

 

The review panel considered that the original response took an overly
narrow approach to identifying information that was relevant to your
request. While you requested information relating to the impact of the
closure of the A4 flyover, this was interpreted as a request for details
of the impact of the specific unplanned closure that took place at the end
of 2011 and the panel did not accept that this narrow interpretation was
necessarily warranted in view of the more general wording of your request.

 

In view of this it appears that the original response was not compliant
with the requirements of Regulation 5 as the response did not identify or
release all information that might be considered to fall within the
request, nor was any effort made to contact you to clarify the scope of
your request in accordance with the duty under Regulation 9 to provide
advice and assistance. We have therefore been in touch with the business
areas to establish what further information should have been released to
you, and they have provided the attached information, comprising:

·         Hammersmith Flyover Emergency Preparedness Plan

·         Diversion plans

 

The business area has confirmed that, while the minutes of the meeting of
12 August 2011 did refer to undertaking new traffic modelling, no traffic
modelling of full closure of the flyover took place and that therefore
there is no further information to be released in relation to this
request. I can also confirm that modelling has not taken place since the
closure as the Traffic team are instead using real-time traffic
information.

handling of your request. If you are not satisfied with the outcome of
