Traffic light timing

Paul richards made this Freedom of Information request to Blackpool Borough Council This request has been closed to new correspondence. Contact us if you think it should be reopened.

The request was partially successful.

Dear Blackpool Borough Council,

Are traffic signals in Blackpool set to turn to red as approaching vehicles from the previous set of lights get within a certain distance ?
I ask this as no matter what time of day or junction it seems that once I get to within a few seconds of a light controlled junction the lights change from green to red - this is more noticeable at night when there are no other vehicles approaching the junction from any direction except my vehicle (I'm the only one on the road) and a light that has been on green for some time immediately goes red on my approach.

I draw your attention to the Traffic Management Act 2004 which places a duty on yourselves to ensure expeditious movement of traffic on your road network.

Yours faithfully,

Paul Richards

Dear Mr Richards

FREEDOM OF INFORMATION ACT 2000 – INFORMATION REQUEST NO 141050

I am writing to confirm that we have now completed our search for the
information you requested on 4^th November 2014 in respect of Traffic
Light Signals in Blackpool.

The question you asked was:-

‘Are traffic signals in Blackpool set to turn to red as approaching
vehicles from the previous set of lights get within a certain distance ?

I ask this as no matter what time of day or junction it seems that once I
get to within a few seconds of a light controlled junction the lights
change from green to red - this is more noticeable at night when there are
no other vehicles approaching the junction from any direction except my
vehicle (I'm the only one on the road) and a light that has been on green
for some time immediately goes red on my approach.’

I have contacted e-on, the company that manage the traffic signals in
Blackpool for Blackpool Council  and been given the following reply:-

‘The situation Mr Richards describes, can happen for several reasons
depending upon which method of control is used to control the sequencing
on traffic signal junctions, UTC, VA, MOVA, CLF Ect, there are other
factors that would need to be considered e.g. does  the configuration for
the junction have an “all red revision?” Or a  “main road revision” ?

These are all factors that could under the correct circumstances change a
green signal to a red signal,

In order for us to respond to this FOI we would need further information
from Mr Richards specifically which junction is he referring to and what
time of day does he experience this issue occurring,

Without this information we are not able to progress this enquiry any
further’

Whilst I appreciate that this is perhaps not the fully comprehensive
answer you were seeking I am very happy to continue to correspond with
e-on to further clarify the situation for you should you wish for me to do
so.

If you would please provide the information relating to the location of
the light and the time of day you experience the changing of the lights to
red I will be happy to do my best to secure more details for you. I can be
contacted direct at [1][email address].

I hope this is useful to you.
