Thank you for your request for information received on 28th October 2017.
We have considered your request and enclose the following information - 
 
(1) Please supply details of traffic flow modelling  and relevant impact
assessments relating to the effect on traffic congestion at the
Pwll-y-Pant roundabout, Caerphilly, during improvement works.
 
Information not held.  Traffic modelling was only undertaken in respect of
the permanent scheme. 
 
(2) Please also supply details of actions taken to mitigate traffic
congestion prior to work commencing.
 
We widely circulated information via our social media, our website,
through local press, our own publication “Newsline” (which is delivered to
every resident in the borough) and letter drops to the immediate area that
construction works would be taking place at the Pwllypant Roundabout.  We
placed emphasis on the importance of reducing the impact of construction
works on traffic disruption during the procurement process by including
quality questions in the tender documents.  Question one is the most
relevant question and we supply the following extract from the tender
documents -
 
“Question 1: Traffic Management and phasing of construction works. (20%)
(Maximum of 4 No. sides of A4, note the method statement can be supported
by supplementary A3 drawings)
 
Please provide a method statement and traffic management phasing drawings
for the whole of the construction works.  The method statement should
describe your approach to traffic management on the delivery of this
project and should take into account constraints listed in the contract
documents and location of the works in respect to adjacent businesses and
properties and include, but not be limited to, the following tasks:
 
•         Traffic Management Proposals – this should specifically
highlight how you would reduce the impact on traffic disruption in the
immediate vicinity to the roundabout and regionally;
•         Phasing of the works including plans identifying the sequence of
the works together with pedestrian management arrangements.
•         Public Liaison;
•         Risk Assessment;
•         Proposals for temporary traffic signals during the construction
and any requirement for road closures.
•         Proposals for temporary street lighting”
