1. A full copy of the Traffic Enforcement Order (or related orders) which prohibit cars from Hales Street.
2. Full copies of council meetings, plans and photographs which discuss or contain information on the prohibition of the cars from Hales Street.
3. Full copes of discussions with/representations from relevant people on the prohibition of cars from Hales Street, which include:
a. The police
b. Local residents and businesses
c. Motoring organisations
d. Consultants (and highways authorities) on signage, markings or other road modifications.

I am writing to request an internal review of Coventry City Council's handling of my FOI request 'Traffic Enforcement Order and Bus Lane Camera on Hales Street'.

I would like to appeal your decision to refuse my request for parts 3(a)-(d) of my request, which you stated would take over 18 hours to locate and retrieve the information. I would like to propose two alternative solutions:
- Either provide me with all of the 150 files which were found from your search (this undoubtedly will not take longer than 18 hours to produce, and I am happy to visit the Council's offices with a USB stick if you wish to copy the files directly to me); or,
- Carry out my original request in parts 3(a)-(d), as I do not believe that your statement of searching 150 documents in 18 hours is unachievable. This would require you to only search and prepare eight documents every hour (across 18 hours), which, to me is clearly actionable.

Upon checking our records, we confirm that were waiting for further
information from the service area before a response was sent.

However it would appear that your request may have been closed in error
whilst this was in progress and therefore please accept our sincere

In order to respond to your request, we have located your email dated 9
January 2017 which is outlined below:

 

I am writing to request an internal review of Coventry City Council's

I would like to appeal your decision to refuse my request for parts
3(a)-(d) of my request, which you stated would take over 18 hours to

In response to your first suggested solution, we are unable to provide you
with the documents in their original form for a number of reasons which
include:

 

·       The documents may contain personal information and therefore
releasing the information to you in their original form would breach Data
Protection. These documents would need to be redacted beforehand.

·       the information may be commercially sensitive

·       the information may not be relevant to your request

 

With regards to your second request for Questions 3a to 3d, in view of the
time period which has lapsed between January 2017 and now, a new search
would be required to retrieve the information you require.

 

As previously advised, the last search produced over 150 documents for
this part of your request and exceeded the cost of compliance. If you are
able to reformulate your request and narrow the request, for example,
providing a time frame or listing the relevant persons you are interested
in, this will assist the Council in providing the information to as
quickly as we can.
