Traffic data for Crystal Palace

Please can you send me all the data you hold on traffic flows on the roads leading to and alongside Crystal Palace Park.
Where possible, please include:
* an indication of whether the roads are near, at, or above capacity at the morning peak and evening peak
* a breakdown by transport mode

Dear Mr. Chance,
I refer to your Freedom of Information Request received by email dated
10th March 2014 and subsequent email to my colleague Billy McIver dated
13th March 2014 regarding the above matter.
Further to your enquiry, from the list that you submitted, I can confirm
that the following traffic data is held on file for the following roads
(copies have been attached for your information);
· Anerley Hill - Yes
· Anerley Road – Yes & Turning count & Speed survey
· Church Road – No count information held
· Crystal Palace Park Road – Speed survey only
· Crystal Palace Parade – No count information held
· High Street (Penge) – Yes & Turning count
· Westwood Hill – No count information held
In terms of determining whether a carriageway is operating at capacity,
over capacity or under capacity; the Design Manual for Roads and Bridges
(Volume 5, Section 1 - TA79/99) gives the maximum hourly vehicle capacity
for various types of Urban Trunk Road. All capacities quoted are for
traffic compositions including up to 15% heavy vehicles; corrections are
provided for higher proportions.
The capacities may be used as starting points in the design and assessment
of new urban trunk road links. They may also be used as a guide to the
capacity of existing urban roads, and for assessing the likely effect on
capacity of proposed changes to specific road features including
carriageway width.
For your information I have also attached a copy of the relevant section
of TA79/99.
