I refer to your email requesting an internal review of a freedom of
information request that you submitted in relation to traffic calming
measures by Trallwn Infants School.

As the Director of Legal and Democratic Services it falls to me to
consider such appeals.

Firstly, at the outset, I would like to apologise for the delay in the
requested information reaching you. It is always the Authority's intention
to comply with the statutory timescales laid down in the Freedom of
Information Act and provide the Authority's response within the 20 day
working day period.

I have now discussed the matter with relevant officers and I therefore set
out below the information that you have been waiting for:

Q. Why is there no traffic calming measures / speed management system in
Trallwn by Trallwn Infants School? (I am aware of the proposal)

A. The Council receives numerous requests for road safety improvements
from across the County Borough on a regular basis and has limited
resources to be able to respond. All requests are assessed and prioritised
on a need basis, however the Council's own Traffic Management Budget
simply cannot accommodate large scale road safety schemes, which would be
required in Trallwn. Therefore, the Council is reliant on Welsh Government
Road Safety Grant Funding in order to implement such schemes.

In order for bids to be successful, certain criteria must be met. A key
factor in the bidding process is that there is a history of personal
injury collisions in the vicinity. Following an annual review of highway
conditions across the County Borough, Trallwn was shortlisted as a
possible contender for road safety grant funding, following which a bid
was submitted and subsequently approved.

Q. What is the process in imposing traffic calming measures / speed
management system in Trallwn by Trallwn Infants School?

A. The Authority follows procedures in accordance with the Highways Act
1980, Highways (Road Humps) Regulations 1999 and Highways (Traffic
Calming) Regulations 1999 and Road Traffic Regulation Act 1984.

Q. What research and sampling information has been carried out before the
proposal of traffic calming / speed management system, which has been put
in place in Trallwn by Trallwn Infants School? (Do you have any
statistics?)

A. Prior to the bid being submitted there were 11 slight and 1 serious
personal injury collisions and 19 damage only collisions in Trallwn during
the 3 year period for which data is available. A copy of the Automatic
Traffic Count (ATC) Data has been attached, whilst below is a summary of
data taken from a Speed Indicator Device that was located on West Street:

Highest Speed 57
No of Vehicles Surveyed 119095

Q. What was the community feedback on traffic calming measures / speed
management system being proposed and how was the information gathered?
(E.g. surveys etc.)

A. An informal consultation with residents was undertaken on the 4th
November 2016 which lasted for 21 days. 215 responses were received, 180
of which supported the proposals with 31 objecting. A further period of
public notice was undertaken on the 13th January 2017 following which only
7 responses were received, all of which objected to various elements of
the scheme.

Q. What is the cost of the traffic calming measures / speed management
system being proposed in Trallwn by Trallwn Infants School?

A. £91k Welsh Government grant funding / £20k RCTCBC funding.

Q. What type of traffic calming measures / speed management system has
been proposed in Trallwn by Trallwn Infants School?

A. 20MPH zone and vertical traffic calming features. Cushions, flat top
humps and round top humps (see attached consultation drawings).

Q. What was the catalyst in proposing traffic calming measures / speed
management system in Trallwn by Trallwn Infants School?

A. Concerns raised by the community over a number of years in respect to
the volume of traffic, inappropriate speeds at which vehicles travel and
the number of personal injury and damage only collisions that have
occurred throughout Trallwn.

Q. Please can all answers be as detailed as possible because they are
required to support my University dissertation. If there is any other
information held on this topic, I would appreciate if this can be sent to
me.

A. Consultation drawings have been attached.
