Tracking complex needs among UC claimants

On 9/3/21 Will Quince told the Work and Pensions Select Committee that ‘[w]hat the [UC] system does not have is […] a marker so that we are able to track individuals separately and as one of the vulnerable and disadvantaged groups through the universal credit system. I am pleased to say that we are progressing at pace with modelling and piloting a first phase. I cannot give you an exact time for when it is likely to be ready to go live, but I am pretty confident in saying that it will be this year and, I hope, in the first half of this year.’
Please provide:
a) the current version of ‘Spotlight on: Using the claimant profile to record complex needs’;
b) the number of claimants which currently have one of the phrases specified in the cells under the 'exact wording' column from p.4 of this document ( https://www.whatdotheyknow.com/request/8... ) recorded in their claimant profile (please provide a table setting out the number of claimants with each phrase recorded); and
c) a document explaining the link, if any, between the Citizen Event History (CEH) and the intention, as set out by Will Quince, to "track individuals separately and as one of the vulnerable and disadvantaged groups through the universal credit system".

Note that "It is good practice to explain, if you can, why you consider that you do not hold the requested information. Clearly demonstrating why you do not hold a particular piece of information means the requester is less likely to ask for an internal review or complain to the ICO."
I would like to dispute that you do not hold information in relation to (c). If the intention set out by Will Quince still represents the aim of the Department (and there is no reason for thinking that it is not) then the CEH would appear to be a technological capability which could potentially enable the Department to achieve that aim.
Please note that the ICO guidance states that:
"There will be occasions where a requester disputes that:
- you don’t hold particular information; or
- you have provided all the information you hold.
In these circumstances, it is important to demonstrate that you have carried out reasonable searches to identify all the relevant information that you hold."
