'Tracker' commercial car location service agreement and resource implications

B) Resourcing Implications : At a point in time when resourcing and priorities is, rightly, under the microscope ( for example with regard to roads policing poor performance in delivering safe streets for active travel when compared to near EU neighbours ) it would be interesting to know the resource implications for the police in maintaining liaison with the this organisation whether nationally/Locally and what resource levels are then prioritised for 'chasing up' reports from the 'Tracker' hot line, at whatever level this is information currently available. Can you please provide latest/best estimates.

FREEDOM OF INFORMATION REQUEST REFERENCE NUMBER: 000062/19

I wish to advise you that the following exemption is engaged in relation to your request:

Section 31 Law Enforcement.

By virtue of Section 31(1)(b), where public authorities have to consider the balance of the public interest in relation to a request, they do not have to comply with the request until such times as is reasonable in the circumstances.

This is a qualified exemption and there is requirement to conduct a public interest test. I am obliged to consult with all stakeholders who may be affected by me complying with your request.

Upon completion of this process I am then required to ascertain where the balance in compliance with both my duty to confirm or deny what information exists and/or in disclosure of any relevant information.

This process is ongoing, and when considering these matters I am entitled to extend the deadline for complying with your request.

Unfortunately, this does mean that the NPCC will not be able to respond to your request in full within 20 working days of the original receipt.

Thank you for your reply BUT...
a) Having looked at the document you sent the pdf file beyond page 6 is unreadable - it looks like some kind of text conversion error.
b) There appears to be no information on the resource implications of the this arrangement - a key element of my request given I'm trying to understand the relative priority being struck between combatting aquisitive crime vs. the roads policing with respect to protect vulnerable users from injury, where, as you'll be aware, the UK in general performs very badly for injury risk to pedestrians compared to near European neighbours - in particular we appear to have high risk streets for the very old and very young.

I'm not sure why part B represents a problem; surely if the 'NavSis' dept holds no resourcing implication data, there will be another department to which the request can be forwarded; it's not credible that no one handling the calls from the 'tracker' organisaton is keeping any metrics on call volumes.

Also I'd assume the initial deal required an impact analysis of some sort before anyone was prepared to sign it ?

So if you can provide metrics on call volumes, and the initial impact analysis ( which somewhere or other must incl an estimate on person-hours chasing up each call) then I can do the calculation myself

NAVCIS Response:

 

The response provided to you dated 23/04/2019 still stands in that NAVCIS
does not hold recorded information that answers your query.  NAVCIS have
offered the following explanation by way of assistance:

 

NaVCIS have a relationship with Tracker in using the best available
technology to provide a central service to identify reports that could
lead to the location of stolen vehicles.  There is a desk based function
that constitutes part of a permanent full time employed role within the
NAVCIS office. 

 

The reports are given to forces throughout England and Wales who are free
to deal with them as they see fit.  NAVCIS does not collate the resource
levels being used within forces within England and Wales to pursue the
report and locate a stolen vehicle.  This information is not measured by
NAVCIS as this is manged by the recipients of the reports as they manage
their own resources and record their own management of information.

 

A consideration for you is to make an FOI request to each individual force
in England and Wales.  I do not have a list of all force public facing FOI
contact details however, you can make a request to multiple forces in one
email.
