Thank you for your email received by Transport for London (TfL) on 5
September 2013 asking for a detailed track and signalling map of the
London Underground network. Please accept my apologies for the delay in
responding.

 

Your request has been considered in accordance with the requirements of
the Freedom of Information (FOI) Act and our information access policy. 
We do hold the information you require.

 

Attached is a colour-coded map detailing London Underground’s network of
tracks.

 

In accordance with the FOI Act, TfL is not obliged to supply some of the
information you have requested as it is subject to a statutory exemption
to the right of access to information under section 38 (Health and
Safety), in reference to your request for a signalling map.

 

In this instance the exemption has been applied as disclosure of the
information you have requested would place information about our signaling
systems, circuits and equipment in the public domain. This information
could be used by those with malicious intent to disrupt the operation of
our signalling, causing risks to the health and safety of our staff and
passengers, and to the safety of our infrastructure.

 

The use of this exemption is subject to an assessment of the public
interest in relation to the disclosure of the information concerned.  We
recognise the need for openness and transparency by public authorities but
in this instance we consider that given the considerable efforts we make
to reduce the safety risks to our passengers as well as maintaining the
security of our business critical systems override the need to disclose
these particular details.

 

The Freedom of Information Act and Environmental Information Regulations
allow anyone to make a request for information. When disclosing
information we consider the consequences of disclosure to the world at
large, rather than the specific individual who has made the request. We
have withheld information that would be likely to place people at risk of
harm if it were to fall into the wrong hands, but in withholding this
information we do not suggest that your motives for making the request are
improper, or that it is your intention to use this information
maliciously.
