TPP Adults Social Care Solution
Dear Bradford City Council,
I note the council use TPP for its Adult Social Care solution. In light of recent high profile comments in the media from Frank Hester, owner and founder of TPP. I would like to know
1) Is the council reviewing TPP as a partner?
2) What steps are being taken to ensure this systems partner are being held account to the councils Equality and Diversity policy?
I was also surprised to hear that TPP have donated £10million to the conservative government, could the council therefore please confirm. How the contract was awarded to TPP, and send a link to the open market invitation that promotes fair competition and also confirm when the contract expiration date is.

1) Is the council reviewing TPP as a partner?
Bradford Council are reviewing the Case management system it currently
uses, SystmOne, as part of transformational activity to deliver
efficiencies in working practices. This transformational activity was
proposed in December 2023. Please see section headed ‘ ASC3 – Transforming
Our Service Offer’ on page 30 of the ‘Recommendations from the Executive –
Budget 2024/25’ document discussed at the meeting of council on 7^th March

2) What steps are being taken to ensure this systems partner are being
held account to the councils Equality and Diversity policy?
There is no Equality and Diversity clause within the council’s contract
with The Pheonix Partnership (TPP). More widely, the council’s standard
contract for services includes an equality and diversity clause, holding
providers contractually responsible to deliver services in line with its
Equality and Diversity policy.
3) How the contract was awarded to TPP and send a link to the open market
invitation that promotes fair competition and also confirm when the
contract expiration date is.
Bradford Council Initially contracted with a third party in a procurement
exercise which commenced in 2014 to procure SystmOne as its case
management system. The third party then contracted with TPP, with SystmOne
being implemented in 2016.
In 2019 and 2022 contract extensions were awarded to TPP. Both extensions
were awarded via the negotiated procedure without prior publication in
line with regulation 32 of the Public Contract Regulations 2015 as TPP are
the sole provider for SystmOne. The current contract with TPP relating to
SystemOne ends on 26^th May 2024.
