Town House Repair Costs

The request was successful.

Dear Aberdeen City Council,
Can you please advise me of the estimated costs of the current repairs on the Town house roof and why the decision to have the work done was taken outwith a full council meeting and as to why the works are being treated as commercially sensitive as far as I can see there was not a tendering procedure,
I look forward to your response,

Yours faithfully,
David West

Dear Mr West,

Thank you for your information request of 4 March 2016.  Aberdeen City
Council (ACC) has completed the necessary search for the information
requested.

Can you please advise me of the estimated costs of the current repairs on
the Town house roof

The current estimated construction cost of the repairs to the Town House
Roof is £3,497,000. Finance, Policy and Resources Committee on 15
September 2015 agreed a budget for the Town House repairs of up to £4.2m.
This budget includes all other corporate charges.

and why the decision to have the work done was taken outwith a full
council meeting

Full Council do not take every decision, and delegate decisions to various
Committees.  In this case, the Finance, Policy and Resource Committee took
the decision as it is within their Orders of Reference (specifically the
power to set budgets and monitor them).

The Orders of Reference for the Finance, Policy and Resources Committee
can be found at:
[1]http://committees.aberdeencity.gov.uk/mg...

The latest decision on the Town House Clock Tower was held on the 15
September 2015 and can be found on the website at Item 40 of the minutes
of that meeting:

and as to why the works are being treated as commercially sensitive as far
as I can see there was not a tendering procedure.

The overall cost of the works is not commercially sensitive. The tenders
were issued to seven specialist leadworks/roofing contractors and three
tenders were returned on 1 July 2014.

ACC recognises that there is a clear public interest in finding out about
the Town House works and, to this end, ACC have released the above
information with regards to total costs. However, ACC is of the view that
the public interest in individual costs is limited and that, in this case,
there is a stronger public interest in withholding the detail of the works
due to the detrimental effect that this would have on ACC’s ability to
secure best value for money.

We hope this helps with your request.

Yours sincerely,
