The council launched its 12 in 2012 action plan for Tottenham following the riots in Tottenham, these consisted of 12 pledges the council will undertake as actions, one of which is

“Remove the Tottenham Hale gyratory and improve road layouts between High Road and Broad Lane”

Can you please provide me with a few details, namely

A). When the consultation with residents took place about the one way gyratory? (Month/Year)

B). Who undertook the consultation? (i.e. was it Haringey Council or Transport for London)

C). When design work commenced? (Month/Year)

D). How much this work is estimated to cost? And when the funding was agreed?

E). Whether it is being paid for by Haringey Council or directly from another government department? If the latter, which department? (i.e. Transport for London)

F). Whether the funding is part of the £40 million pledged for riot recovery?

G). Who is the lead agency for this project? (i.e. Haringey Council or Transport for London)

H). Whether this was a long term project, planned before the riots took place and would have gone ahead regardless?

Your F.o.I is an interesting set of questions. Though you may find that you will have to ask the same set of questions to Transport for London.

As a Haringey councillor I have taken part in a number of discussions and sat on various bodies when the aim of returning the Tottenham Gyratory System to two-way traffic was proposed/discussed. Some detailed factual background information on this website could be helpful as a matter of public record.

In particular I would like to thank you for asking the last question about the place of the Tottenham Hale Gyratory in the "12 in 2012" pledges. I too was puzzled by its inclusion in the list of actions in response to the riots. Neither in the timing nor in the reasoning behind the scheme did it seem to be directly related to the riot; nor to measures to tackle the likely causes.

So I will look forward to seeing Haringey's reply.

Our response to the questions you raise is as follows:

 

A). When the consultation with residents took place about the one way
gyratory? (Month/Year)

 

The public consultation for the removal of the gyratory took place from
October to December 2009. A public event was organised from 5 to 7
November 2009 in the Marcus Garvey Library, leaflets were delivered to the
local residents and businesses and a presentation was given to the Area
Assembly on 19 November 2009. A further presentation with discussion was
given to the Area Assembly on 3 July 2012.

 

 

B). Who undertook the consultation? (i.e. was it Haringey Council or
Transport for London)

 

The consultation was undertaken by Transport for London in collaboration
with Haringey Council.

 

C). When design work commenced? (Month/Year)

 

Design work commenced in August 2009 and completed this year.

 

D). How much this work is estimated to cost? And when the funding was
agreed?

 

The project cost is estimated at £34m. Funding was agreed in December
2010.

 

E). Whether it is being paid for by Haringey Council or directly from
another government department? If the latter, which department? (i.e.
Transport for London)  

 

The project is being paid for jointly by Haringey Council and Transport
for London, government grants (Department for Transport and Department for
Communities and Local Government)  and contributions from local
developers.

 

F). Whether the funding is part of the £40 million pledged for riot
recovery?

 

The funding is not part of the £40 million pledged by both Haringey
Council and the GLA for riot recovery.

 

G). Who is the lead agency for this project? (i.e. Haringey Council or
Transport for London)

 

Transport for London is the lead agency for the project in collaboration
with Haringey Council.

 

H). Whether this was a long term project, planned before the riots took
place and would have gone ahead regardless?

 

The project was a long term project that has formed part of the
regeneration aspiration from key stakeholders since 2006. Detailed design
was already completed by the time of the riots in Tottenham and the
project would have gone ahead regardless

Dear Mr Salter,

My thanks again for requesting this information about the Tottenham Hale gyratory. It appears to me that you have elicited some useful factual information from Haringey Council.
In particular your questions have established the lack of connection between the Tottenham riot and the conception and planning of the new scheme which will make traffic two-way along Tottenham High Road, Hale Road and Monument Way.

Plainly this should not have been included as a "pledge" implying that it was a response to the riot and has any connection with tackling its causes and possible solutions.

Whether and how it achieves "better connectivity", as is confidently claimed by the "Plan for Tottenham" remains to be seen. And begs the question of "connectivity for who?".
