I would like the following information in relation to pupils with
SEN and looked after children.

- How many pupils are statemented with SEN in both primary and
secondary education?
- How many children are looked after or in care within the primary
and secondary education age range.
- How many pupils were placed in alternative education provision in
2010/2011 and 2011/2012?
- How many pupils with SEN attend mainstream schools across both
primary and secodnary age ranges?
- How much funding was allocated to pupils with SEN for education
in 2010/2011 and 2011/2012?
- How much funding was allocated to children in care for education
in 2010/2011 and 2011/2012?

I am writing further to your request for information about pupils with
special educational needs and looked after children, which was received on
20 February.

 

We are currently researching your request.  In order to identify the exact
information that you want please could provide the following clarification
about your questions.

 

-          How many pupils are statemented with SEN in both primary and 
secondary education?

 

Please could you clarify, does this mean Statements maintained by Solihull
for pupils attending mainstream provisions or Pupils attending Solihull
Schools with a Statement of SEN, which would include those maintained by
other LAs and exclude those maintained by Solihull who attend a school in
another LA?

 

     - How many pupils were placed in alternative education provision in
2010/2011 and 2011/2012?

 

Please could you clarify what is meant by alternative provision?  Solihull
maintains PRUs and rarely utilises external provisions.  Solihull Schools
commission and arrange alternative provision directly but this information
is not available to the Council.

 

     - How many pupils with SEN attend mainstream schools across both
primary and secondary age ranges?

 

Please could you clarify, does this mean how many pupils are on the SEN
register of Solihull Schools?  If so, this information is not readily
available to the Council but can be accessed through national data
collected on specific count days.

 

     - How much funding was allocated to pupils with SEN for education in
2010/2011 and 2011/2012?

 

Please could you clarify precisely what is meant by ‘funding’ allocations?
 Solihull does not hold information on Academy budgets but could provide a
figure for LA maintained schools if we understand what elements of the
budget are regarded as SEN.

 

     - How much funding was allocated to children in care for education in
2010/2011 and 2011/2012?

 

Please could you clarify precisely what is meant by ‘funding allocation’
e.g. funding for what purpose?

 

Once we have received clarification we will be able to continue dealing
with your request.  The 20 working day deadline will commence from when we
received the clarification.

I am writing further to your revised request for information, which was
received on 27 February.  Please find our response to your questions
below.

 

     - How many pupils are statemented with SEN in both primary and
secondary education? i.e. pupils with SEN maintained just by Solihull.

     - How many children are looked after or in care within the primary
and secondary education age range.

     - How many pupils were placed in alternative education provision in
2010/2011 and 2011/2012? i.e. pupils educated in PRUs and any other
provision outside of primary and secondary school.

 

Solihull maintains Pupil Referral Units and rarely utilises external
provisions.  Solihull schools commission and arrange alternative provision
directly but this information is not available to the Council.

 

The number of pupils in PRUs as at Spring Census 2011 was 126.  The number
of pupils on the Alternative Provision Census for the same year was 147.

 

These collections aren't yet finalised for this year so we are unable to
provide figures for 2012.

 

However if you contact us at the end of April for this information we will
be able to look into this matter again.

 

     - How many pupils with SEN attend mainstream schools across both
primary and secondary age ranges?

 

The Council has this information as at January 2011 (January 2012 data not
yet available).  Excluding academies:

If you contact us at the end of April for 2012 information we will be able
to look into this matter again.

 

     - How much funding was allocated to pupils with SEN for education in
2010/2011 and 2011/2012? i.e. how much was spent on educating pupils with
SEN within Solihull  and a full breakdown of how that was spent, i.e.
respite, residential, education, etc.

 

Attached is an analysis of SEN/AEN spend for the period 2007-08 to
2010-11. Data for 2011-12 is not yet available.  However if you contact us
at the end of April for this information we will be able to look into this
matter again.

 

     - How much funding was allocated to children in care for education in
2010/2011 and 2011/2012? i.e. funding for education for pupils in care.

 

No discrete funding was allocated to children in care.  CIC received the
same educational services as other children and their provisions were paid
for through the ordinary funding routes e.g. Direct Schools Grant: schools
budgets; pupil premium, SEN budgets; out of authority SEN budgets etc.  As
such it is not possible to disaggregate funding.
