Total Cost of Richard Penn's Investigation into David Green

The recent disclosure (Christmas Eve 2012) of Richard Penn's report into allegations made against David Green has already attracted widespread criticism as being deeply flawed and has prompted Frank Field MP to raise the matter in parliament.

Please disclose the total cost including payments and all other expenses paid to Richard Penn and any associated costs incurred over the ten month period that David Green was suspended which were related to the investigation.

Please give me a complete breakdown of all costs, payments and expenses.

Thank you for your request below, Wirral Council can provide the following
information in response to your query.  Richard Penn's costs in relation
to the investigation into Director of Technical Services is £28,171.80
(inclusive of VAT).  This includes invoices submitted by Richard Penn for
his work and also the associated costs of accommodation and subsistence,
postage costs, travel and room hire.  Richard Penn commenced the
investigation on 26 April 2012. His last meeting in relation to the
investigation was 6 November 2012.  The Council received the final draft
report on 17 December and final report on 24 December 2012.  This does not
include legal fees or officer time.

So now we know the full cost to the Wirral taxpayer of the "investigation" was in fact £34,730.08. Was it money well spent? I doubt that Wirral residents would agree.

A report that was deeply flawed in terms of lack of rigour and issues of objectivity. What does it take for a Wirral MBC Director to actually have a case to answer???

A professional firm Grant Thornton charges $46.8K incl vat at some $200 an hour and they give a forensic account which is referred to police and govt office.

How much an hour was Mr Penn charging and what back up did he have in terms of secretariat, colleagues , forensic qualifications?
