Thank you for your email requesting information under the Freedom of
Information Act 2000. Please find below our responses:

 

1)      We are unable to state the actual total cost of the construction
works, at this point, due to the final account still being under
negotiation with the contractor, those negotiations being subject to
commercial sensitivity and confidentiality at this stage. Disclosure into
the public domain of any details affecting that negotiation would be
likely to prejudice the commercial interests of the Council, and therefore
any information relating to that is considered to be exempt under section
43 of the FOI Act. For information the estimated value of these works is
£11m (as stated on the published [1]contract register).

2)      £393,390.74 is the cost of all orders for furnishings for the
building – including desks, seating, meeting tables, break out furniture,
lockers, storage units,  café furniture and café fit out. The internal
décor forms part of the construction contract (see no1).

3)      We are unable to state the this figure as the total construction
cost is subject to final account negotiations as explained above and the
cost of the project will need to take consideration of the amounts
realised on disposal of current council buildings. As some of those
disposals have not yet completed the amounts in relation to those
buildings will also, at this point, be subject to commercial sensitivity.

 

We appreciate that there is a public interest in the details of this
project, including the disposals of current council buildings, being put
into the public domain, not least for transparency reasons, however we do
not believe that those public interest reasons outweigh the public
interest in the Council being able to maintain a confidentiality in the
proceedings of the negotiations and disposals until completed. The
information will be placed in the public domain once there are no further
commercial reasons to prevent this happening.
