Total and broken down cost of living for direct payments users/fairer charging

We're waiting for R Thomas to read a recent response and update the status.

Dear Cambridgeshire County Council,

I know that you have "cost of living" figures for various costs over which you will consider DRE for direct payments users/under fairer charging. Please give me a complete list of all cost of living figures as well as the total cost of living calculated this way for an individual. Finally and for the completeness please give me the range of amounts of accessible income that are considered as actual amounts to live on - that is the allowed income.

Our response

 

The minimum income figures, considered the level of income needed to cover
living costs, which are used for calculating care allowances are set by
central government. As a result, we do not hold information on how this
calculated. You may wish to contact the Department of Health and Social

The minimum income guarantee for domiciliary care is set by central
government. The rates of the minimum income guarantee for 2019/20 are on
page 4 of the below document:

For residential care, the person allowance in 2019/20 is £24.90 a week.

Dear Josephine Bailey,

You have misunderstood my request. I was not asking for the amounts that are allowed for people to live on - the minimum income figures - but the cost of living figures for e.g. washing, buying clothing, heating, food, water etc that are used to determine when a DRE request is over the cost of living and how much is considered DRE. For example the request for DRE for higher electricity bills due to charging and operating of assistive devices would be accepted if the overall electricity use was more than the "standard cost of living" and only the amount over that standard value would be DRE.

I hope you understand this clarification and given you have not given the information previously requested treat this as a matter of urgency.

I would like to know exactly how the cost of living figures are calculated
or who I can get that information from as well.

 

There are no actual cost of living figures for general items. The
individual claiming provides receipts of spend and rationale of it being a
disability related expenditure.  The person reviewing the claim considers
(i) is this disability related (ii) is it considered a reasonable cost (it
could be related to a disability but an item the individual is choosing to
purchase – i.e. a subsequent / additional wheelchair serving the same
purpose as the original) or an individual purchasing a high cost item
(i.e. adapted cutlery) where cheaper alternatives are available. (iii) is
there a reasonable alternative available which would avoid this spend (i.e
incontinence pads being supplied by the NHS but an individual prefers to
purchase their own would not be agreed).

 

 

I was not asking for the amounts that are allowed for people to live on -
the minimum income figures - but the cost of living figures for e.g.

Regarding the other items, the DRE fairer contributions guidance supports
with general items (p.17):

However it is not possible to have an exhausted list and every situation
is different. The person reviewing the DRE request makes a judgement using
the assessment and care and support plan. Then the item / expense is
considered against whether it is considered a cost associate with a
disability (e.g. food is a general cost of living for all so any claim
would need to evidence what is over and above this and be clear on
establishing if there is a medical reason and if so, it there a reasonable
alternative – more cost effective – and it this considered above a general
cost of living / purchasing food).
