I would be most grateful if you would provide me, under the Freedom of Information Act, details in respect to the contract below.

Topographical Surveying Framework

The details we require are:

• Suppliers who applied for inclusion on each framework/contract and were successful & not successful at the PQQ & ITT stages
• Actual contract values of each framework/contract (& any sub lots)
• Start date & duration of framework
• Is there an extension clause in the framework(s)/contract(s) and, if so, the duration of the extension?
• Has a decision been made yet on whether the framework(s)/contract(s) are being either extended or renewed?
• Who is the senior officer (outside of procurement) responsible for this contract?

Dear Mr. Smith,

 

I am writing in response to your request for information (ref FOI
5539861).

 

The relevant Council Service(s) has searched for the requested information
and our response is as follows.

                                  

Topographical Surveying Framework

 

• Suppliers who applied for inclusion on each framework/contract and were
successful & not successful at the PQQ & ITT stages.

Successful:

1st IDS Land Surveys

2nd SEP Ltd

3rd Malcolm Hughes Land Surveyors

Unsuccessful:

The information you have requested is exempt under Section 43 of the
Freedom of Information Act 2000 as it is considered commercially
sensitive.

 

We believe that by releasing this information it would be against the
interest of the council’s commercial interests as well as that of the
companies.

 

However as Section 43 is not an absolute exemption I have detailed a
public interest test below outlining this decision.

 

Reasons in favour:

o Releasing this information would align with Stockport Council’s
commitment to transparency.

 

Reasons against:

o Releasing this information would reduce the attractiveness in bidding
for contracts with the Council as the release of information about
suppliers might dissuade them and other suppliers from approaching the
Council for future tenders to provide the best services in the public
interest.
o In this case, the extent of contract information for this particular
public task of the Council which is in the public interest has been
released, but there are no overriding reasons of public interest to
release information about the particular unsuccessful parties involved
in the contract process.

 

In consideration the reasons against outweigh the reasons in favour and
the exemption is applied.

 

• Actual contract values of each framework/contract (& any sub lots).

£75,000 annual value of contract.

£150,000 total value of contract.

 

• Start date & duration of framework

1st May 2019 – 30th April 2020.

 

• Is there an extension clause in the framework(s)/contract(s) and, if so,
the duration of the extension?

Option to extend for a further 12-months.

 

• Has a decision been made yet on whether the framework(s)/contract(s) are
being either extended or renewed?

No.

 

• Who is the senior officer (outside of procurement) responsible for this
contract?

Alex Bremner, Design & Improvement Manager.
