"The 'top 10' fully upheld a total of 42 cases. They did not uphold 429. That is 1 fully upheld for every 10 not upheld."

They fully upheld 20 cases (42 in 2014/15):

For every one case they fully upheld in 2016/17 they did not uphold twenty.

For every one case they fully upheld in 2014/15 they did not uphold ten.

Things are looking much worse for complainants.
