Tooting Athletics Track funding application meeting minutes
Dear Wandsworth Borough Council,
Early in 2021 (January or February) Cllr Sutters presented a bid to cabinet for funding the refurbishment of the athletics track at Tooting. She advised Herne Hill Harriers’ representatives in a meeting on12th February that the bid was unsuccessful.
Please will you provide the minutes of the meeting which arrived at this decision and in particular:
1. The main factors which informed the decision;
2. The competing funding requirements which we decided to be more important;
3. The amount of the bid.
4. Any other relevant considerations in arriving at this decision.

Decision: RESOLVED – that the recommendations at paragraph 2 of Paper No.
21-64 be supported unanimously.
1. The main factors which informed the decision?
We can confirm that information is held, within the scope of your
application. It is important to note that the demands on the council’s
capital programme to invest in its own land and property unsurprisingly
exceeds the resources available and therefore each year schemes will
always undergo an element of prioritisation by officers in discussion with
the relevant portfolio holders, which is the usual part of the development
of the final recommendations seen by members on the Finance, Resources and
Climate Sustainability OSC. These papers have been considered under
Regulation 12(4)(e) (Internal Communication) of the EIR and deemed exempt
from disclosure. For reference, the data forms part of internal policy
formulation and constitutes the Council’s ‘thinking space’ before policies
are adopted. Disclosure of such information may also inhibit free and
frank discussions in the future, resulting in a ‘Chilling Effect’ which
could change how reports are written and also damage the quality of
advice, leading to poorer decision making going forward. We therefore
consider this exception to be engaged. We have next considered the public
interest in disclosure, or maintaining the exception. Whilst the Council
recognises the public interest in transparency, generally, as well as the
presumption in favour of disclosure required by Regulation 12(2), it has
weighed this against the negative impacts upon policy formation and
decision making, outlined above. Having undertaken this balancing
exercise, the public interest is considered to weigh in favour of
withholding the requested information.
2. The competing funding requirements which we decided to be more
important?

Overview and Scrutiny Committee on 10/02/2021. Please refer to links

3. The amount of the bid?
£506,000
