Cllr Renhard is a cabinet member and part of the executive. He cannot possibly have an expectation of privacy on how he spends public funds. His expenses are subject to FOI.
If you're saying you have no staff now but you will provide them when you do have staff, then that's another matter.

I don't understand why you need nine months to respond to a simple request. My request should not even need to be an FOI. If the council was complying with the law, I would be able to inspect the expenses paid to members at any time.
Under The Local Authorities (Members' Allowances) (England) Regulations 2003, section 15, the law states the following:
15.—(1) An authority shall keep a record of the payments made by it in accordance with a scheme.
(2) Such a record shall—
(a)specify the name of the recipient of the payment and the amount and nature of each payment;
(b)be available, at all reasonable times, for inspection and at no charge—
(i)where it is kept by an authority specified in regulation 3(1)(a) to 3(1)(d), by any local government elector for the area of that authority; and
(ii)where it is kept by any other authority, by any local government elector of any authority specified in regulation 3(1)(a) to 3(1)(d) in whose area that other authority exercises functions; and
(c)be supplied in copy to any person who requests such a copy and who pays to the authority such reasonable fee as it may determine."
You have shown that you are not complying with the law. This is very worrying. Members' expenses are material in nature to the council's accounts. You should be able to provide them.

We are writing to update you on our internal review response for this
information request, that we had intended to issue by today's date.
We still require more time to process your request, as some technical
matters from the investigation are still to be resolved and require
further liaison with officers that manage the type of information you are
interested in.
In taking this additional time to provide you with a completed internal
review, we have referred to the following section of the FOI Code of
Practice (our emphasis in bold):
'5.5 If an internal review is complex, requires consultation with third
parties or the relevant information is of a high volume, public
authorities may need longer than 20 working days to consider the issues
and respond. In these instances, the public authority should inform the
applicant and provide a reasonable target date by which they will be able
to respond to the internal review. It is best practice for this to be no
more than an additional 20 working days, although there will sometimes be
legitimate reasons why a longer extension is needed.'
We shall respond to your internal review request as soon as possible and
we will keep you updated if any further delays are experienced.

Your inability to account for the money you give to elected representatives is very worrying. The head of legal services has told me that this legal failure by you is being examined by the internal review. Considering it's nearly a year since I asked to see what you paid for (meaning, what the public paid for) I don't have confidence in your ability to account for our money.
A councillor's expenses are a material matter because they speak to the character of the member. Please keep this in mind.
