To ask the Highland Council information on the Review of the Community Council Scheme

Dear Highland Council,

Community Councils in the Highland Council region were advised in an email on 1st August that the Scheme for Community Councils is being reviewed.

This is copy of text from the email that the Sleat Community Council received from Alison Clark, Acting of Head of Policy, Highland Council.

'Dear Community Council
You will recall that it has been agreed a review of the Community Council Scheme will begin this year. This is the first stage in the review process and at this point we are seeking your thoughts and opinions to enable us to develop proposals to amend the current Community Council Scheme.

The attached briefing paper sets out the background to the review and the process for the review. It includes a series of questions which have been designed to stimulate discussion and thoughts about areas where we know there have been concerns but also potential new ways of working and operating. Some of these questions are challenging but we are seeking to understand how we can sustain and develop Community Councils going forward.

This initial engagement phase comprises of the survey and also a series of drop in sessions (around 11 throughout the area) to enable further discussion. The dates for these are being finalised and will be circulated shortly.

The details of how to respond to the initial engagement can be found on the briefing paper but you can also email any questions you have to this mail box or speak directly to your ward manager.

We look forward to hearing from you both through the survey and during the drop in events to ensure that any changes to the Scheme reflect the priorities of Community Councils.

Dear Mr Ware,

 

I refer you to your request for information under the Freedom of
Information (Scotland) Act 2002. Please find below The Highland Council’s
response.

 

There is no allocated budget for this review.  The costs will be found
from existing resources which will be namely staff time and venue hire for
engagement activity where a Council building is not available or
suitable.  The review of the Community Council Scheme is being carried out
and funded solely by the Highland Council and there is no funding
contribution from the Scottish Government.

 

Under Section 20 of the Freedom of Information (Scotland) Act 2002 and/or
Regulation 16 of the Environmental Information (Scotland) Regulations 2004
(EIRs), you have the right to request that the Highland Council reviews
any aspect of how it has dealt with your request. This requirement for
review should be put in writing to the Freedom of Information Officer,
Chief Executive’s Office, Glenurquhart Road, Inverness IV3 5NX, within 40
working days of receipt of this letter. The request should include details
of the information requested and the aspects of the Highland Council’s
response which you are not satisfied with.

 

If you are subsequently dissatisfied with the outcome of the Council's
review, you have the right to appeal to the Scottish Information
Commissioner under Section 47 of the Act (Regulation 17 of the EIRS),
within six months of receiving the Council's review response.
