Timeliness of sign off of Better Care Funding Plan - Greenwich CCG / Greenwich Council

Response to this request is long overdue. By law, under all circumstances, NHS Greenwich Clinical Commissioning Group should have responded by now (details). You can complain by requesting an internal review.

Dear NHS Greenwich Clinical Commissioning Group,

Better Care Funding is provided by the government as a pooled fund to enable CCGs and Local Authorities to better integrate to meet social care outcomes. Conditions include: That a BCF Plan, including at least the minimum contribution to the pooled fund specified in the BCF allocations, must be signed off by the HWB, and by the constituent LAs and CCGs;

For each quarter that the BCF has been in existance to this current quarter:
1. Has the CCG met the minimum contribution (where appropriate), please provide documents to show this.
2. Has the CCG signed off on each decision / plan with Greenwich Council at first ask? If not, have delays been delays on the part of the CCG, Greenwich Council or other.. please provide documents referring to this and the reason.
3. Has the CCG always been satisfied the funding provided has been used in full for the stated purposes by Greenwich Council, if not, please provide documents about this.
4. Has the CCG requested the return of any part of its contribution or otherwise negotiated a settlement with Greenwich Council in terms of Better Care Funding / the CCG contribution. If so, why, and please provide documents that reflect this.

I believe it was announced in 2014 but I don’t know when the first trance of money came through . To be sure and in order to be clear - please provide information for 2106, 2017, 2018 and 2019

I am referring to any joint plans signed off by the CCG referring to planned uses of the BCF, documents referring to the budget for the BCF (possible the same documents), corresepondece wit Greenwich Borough concerning use of the BCF funds and reports which mention the progress of the joint plans where agreements / disagreements exist.
