Time taken to gain approval to operate a DEA accreditation scheme.
Dear Department for Communities and Local Government,
We wish to know the time that it took to approve all the existing DEA accreditation schemes, from initial submission to receiving an approval letter. Furthermore, please outline the application and approval process and list any failed applications.
This request relates to applications for approval to operate a DEA accreditation scheme under Energy Performance of Buildings (Certificates and Inspections) (England and Wales) Regulations 2007 (S.I. 2007/991).

It is apparent from your figures that the application submitted by PS Energy (www.psenergy.org) (submitted on the 3rd Sep 2010) is taking much longer than it should. Do you have an explanation for this?
Furthermore, you did not answer the other part of the question "please outline the application and approval process". The web site link you included do not cover the internal processes involved in selection.

Thank you for your email. Your Freedom of Information request asked for
information about the:
"time that it took to approve all the existing DEA accreditation schemes,

In the letter from John Bryan dated 21 March, we replied that
"Our records show that applications from organisations wishing to become
Accreditation Schemes for Domestic Energy Assessors were received between
7 March 2007 and 8 May 2007. Approval letters were dispatched between 19
April 2007 and 18 June 2007".
You have now asked for an explanation as to why the application from PS
Energy
"is taking much longer than it should".
I assume that you mean why a decision on the application has not been
taken by now. I am not involved in the appraisal of the application from
PS Energy and so I do not know why a decision has not been taken by now.
I suggest you contact the appropriate official (Mark Cousens) directly.

The web site to which a link was provided contains copies of all of the
documents that relate to the application and approval process, including
the internal processes involved in selection. The document which
specifically relates to the internal process is the one entitled
"Accreditation Scheme Approval - existing dwellings "

We have tried to contact Mark Cousens and indeed his predecessor Andy De Lord on many occasions by email, letter and telephone. We have had no response or any progress update at all from the department since our submission. All our communications are being ignored!
Do you have any suggestions how we can get a response from the department regarding the PS Energy application?
