Dear Croydon Borough Council,

I would be most grateful if you would provide me, under the Freedom of Information Act, details in respect to the Tier 2 weight management services, or integrated lifestyle services including weight management.

The details I require are:
1. Do you currently commission a tier 2 weight management service for adults, or an integrated lifestyle service including weight management for adults?
2. Start date & duration of framework/contract? Is there an extension clause in the framework(s)/contract(s) and, if so, the duration of the extension?
3. Is/Are the framework(s)/contract(s) being extended or renewed? If they are going out to tender, when is the ITT expected to be released?
4. How many service users were supported through these weight management services to date?
5. What are the contractual performance KPI's for this contract/the weight management service aspect of this contract? Can you please outline which of these have achieved/not achieved? (Actual outcomes would be appreciated if available)
6. Suppliers who applied for inclusion on each framework/contract and were successful & not successful at the PQQ & ITT stages
7. Indicated budget for this contract/framework at ITT stage, and actual spend on this contract/framework (and any sub lots), from the start of the contract to the current date
8. Could you please provide a copy of the service/product specification given to all bidders for when this contract was last advertised?
9. Who is the senior officer (outside of procurement) responsible for this contract?

Further to your request received on 04/09/2024, I confirm that the Council
has now considered your request under the Freedom of Information Act
2000. For ease of reference, I will now address each of your questions in
turn.

 

 1. Do you currently commission a tier 2 weight management service for
adults, or an integrated lifestyle service including weight management
for adults?

• Yes, Croydon Council currently operates Live Well, which is an
in-house integrated lifestyle programme that includes weight
management for adults.
 

 2. Start date & duration of framework/contract? Is there an extension
clause in the framework(s)/contract(s) and, if so, the duration of the
extension?

• Live Well has been operating in Croydon since June 2017 and sits
within the Adult Social Care department.
 

 3. Is/Are the framework(s)/contract(s) being extended or renewed? If they
are going out to tender, when is the ITT expected to be released?

• At present, there are no plans to go out to tender. 
• All procurement is done via the Croydon portal, any upcoming contract
opportunities are posted there, this ensures all providers have a
chance to bid if they want to and no one provider has an advantage.

 4. How many service users were supported through these weight management
services to date?

• Since June 2017, the Live Well programme has supported over 2,000
residents with face-to-face support, and over 47,000 people have
accessed the digital platform.
 

 5. What are the contractual performance KPIs for this contract/the weight
management service aspect of this contract? Can you please outline
which of these have achieved/not achieved?

• The service tracks weight loss targets. Based on recent data (1st June
2023 – 31st June 2024):

• 34.1% of participants reached the 3% weight loss target
• 24.4% reached the 5% weight loss target
• 7.3% reached the 10% weight loss target
• 34.1% had not reached their target at the time of reporting
 

 6. Suppliers who applied for inclusion on each framework/contract and
were successful & not successful at the PQQ & ITT stages

• Not applicable. Live Well is an in-house programme and was not put out
to public tender.
 

 7. Indicated budget for this contract/framework at ITT stage, and actual
spend on this contract/framework (and any sub lots), from the start of
the contract to the current date

• There has been no contract/framework at ITT stage, so not applicable.
 

 8. Could you please provide a copy of the service/product specification
given to all bidders for when this contract was last advertised?

• Not applicable, as the service was not put out to tender.
 

 9. Who is the senior officer (outside of procurement) responsible for
this contract?

• The senior officer responsible is the Director of Public Health
