Issue count refers to Each Sponsor Org/ Company having been issued visa per calendar year.

Basically the data is only for those sponsors who have been issued visa >= 5 per year.

The Issued count refers to Issued to per Organization/ Company in a year. Effectively, the ask is for a list of all companies where 'issued visa count' per year is >= 5.
