A) Between February 2014 and May 2015, you did issue a number of three month and six month licences to boaters without a home mooring who were approaching their first renewal ("new continuous cruisers"), denying them the issue of a full one year's licence.
For this period, please could you provide the following information:
A.1.1. How many boaters were issued with a letter or email indicating intent to deny a full year's licence and issue a three month licence instead?
A.1.2. How many of them were later on granted a full year's licence, due to them making a formal complaint to CRT?
A.1.3. How many of them were later on granted a full year's licence due to any other reason?
A.2.1. How many boaters were issued with a letter or email indicating intent to deny a full year's licence and issue a six month licence instead?
A.2.2. How many of them were later on granted a full year's licence, due to them making a formal complaint to CRT?
A.2.3. How many of them were later on granted a full year's licence due to any other reason?

B) Since May 2015 you have applied the policy of issuing restricted licences to all boaters without a home mooring.
For the period from May 2015 to date, could you please provide the following information:
B.1.1. How many boaters were issued with a letter or email indicating intent to deny a full year's licence and issue a three month licence instead?
B.1.2. How many of them were later on granted a full year's licence, due to them making a formal complaint to CRT?
B.1.3. How many of them were later on granted a full year's licence due to any other reason?
B.2.1. How many boaters were issued with a letter or email indicating intent to deny a full year's licence and issue a six month licence instead?
B.2.2. How many of them were later on granted a full year's licence, due to them making a formal complaint to CRT?
B.2.3. How many of them were later on granted a full year's licence due to any other reason?

C) Please provide the number of complaints to CRT regarding the issue of three month and six month licences as follows:
C.1.1. How many Level 1 complaints were made from February 2014 to date, disputing the issue of a three month licence?
C.1.2. How many of these were successful, i.e. the boater was issued with a full one year's licence?
C.1.3. Of those that were unsuccessful at Level 1, how many were followed by Level 2 complaints?
C.1.4 How many of those Level 2 complaints were successful?
C.2.1. How many Level 1 complaints were made from February 2014 to date, disputing the issue of a six month licence?
C.2.2. How many of these were successful, i.e. the boater was issued with a full one year's licence?

Thank you for your request dated 5/10/2015 regarding the three and six
month licences. The answer to your queries are set out below.

Section A

A) Between February 2014 and May 2015, you did issue a number of three
