Page 75: “No report was ever made to the Committee or Board about access problems and IDB Management did not know.”

1. So, if the IDB team knew nothing of the access issues, and this appears to be being inferred in the Papers, that payments were made on the authorisation of the Project Manager to Burtwistle Farms, why have the invoices and the associated paper trail never been produced as evidence for this?

On Page 84: in Appendix F: Review of Effectiveness of the System of Internal Controls of the Doncaster East IDB Meeting Papers 13 February 2015, Flowchart Part 2 Invoice Validation it states that where invoices are not suitable for payment by financial officers alone, they are passed to the 'relevant officer' for comments, approval etc.

2. It would seem reasonable to presume that this 'relevant officer' is the Clerk to the Board and, in view of the fact that invoices over £10,000 under the Board's Financial Regulations cannot be authorised for approval by the Clerk, the invoices relating to the payment to Burtwistle Farms must have been seen by the Clerk and either approved or referred to an Engineer for certification.

This inference is confirmed on Page 73 where it states “CB confirmed an approved certificate is attached to the invoice certified by the Project Manager.”

3. Were the three invoices from Dinsdales Moorland Services seen by the Clerk and the Finance Officer and, if they had no knowledge of the access issues, why were they authorised for payment?

4. If they were 'passed to an engineer for certification', which is the alternative route in the flowchart, what happened to them then? The flowchart does not specify. However, certification does seem to involve the preparation of a 'certificate' of some kind that accompanies the invoice. Where are these certificates?

In light of the above the Executive formally request copies of the following documents:

1. The three original invoices from Dinsdales Moorland Services;
2. Confirmation of whether, in the case of these three invoices, the Financial Officer and the 'relevant officer' has sight of them and approved them or passed them to an engineer;
3. If the invoices were passed on to an engineer, the accompanying certificates;
4. Confirmation that the process outlined in the flowchart was followed in this case and, if it was, why was the payment to Burtwistle Farms for access made and who authorised the payments and signed the cheques?
