Dear Conwy County Borough Council,
Dear Wrexham County Borough Council,

I am currently conducting a survey of the funding levels that each
Local Authority in Wales provides to the Third Sector and the
potential impact on future funding for 2014. We do not regard any
of this information as commercially sensitive as it is already in
the Public Domain within their accounts. Could you please provide
the following:
Name of Organisation
Total level of funding received
Number of funding streams
Split of funding: Grants, Contract
Split of funding: Welsh Government Grant
Local Authority RSG/Core funding

Please provide the 2013/14 levels and 2014/15 if known.
Has your Authority taken decisions yet about the level of funding
cuts for 2014/15

Thank you for your email dated 4/11/2013 where you requested information
about Third Sector Funding.

It is confirmed that the council holds information that falls within the
description specified in your request. However this information is not held in
any centralised system.

The various services within CCBC have been approached with a view to providing
the requested information, and although not all have yet responded those that
are likely to hold the information have collectively advised that this request
will exceed the appropriate limit.

The appropriate limit is specified in the Freedom of Information and Data
Protection (Appropriate Limit and Fees) Regulations 2004 which for local
government is set at £450. This represents the estimated cost of one person
spending 18 working hours in determining whether the service holds the
information, together with locating, retrieving and extracting the information.

 

At present it is estimated that it would take approximately 21 working
hours (this estimate is likely to increase) to determine the appropriate
material and locate, retrieve and extract the information in reference to
your request. Consequently, CCBC is not obliged under section 12 (1) of
the Freedom of Information Act 2000 to respond to your request as it
stands and would ask that you consider refining your request by narrowing
its scope by being more specific about what information you particularly
wish to obtain, including any dates or period of time relevant to the
information required.

 

Conwy Voluntary Services Council maintain a list of Third Sector
membership that CCBC may or may not provide funding to – please follow the

Perhaps if your request could be confined to named organisations then some
information may be available within the appropriate limit.

 

If you are dissatisfied with the handling of your request, you have the
right to ask for an internal review. Internal review requests should be
submitted within two months of the date of receipt of the response to your
original letter and should be sent to the address below.

From your response am I right to assume that your Finance Department does not hold a central register of the organisations that they fund and make payments to- if this was the case then all of the questions posed could be answered from their financial management systems.

Your assumption is correct. Corporate Finance Department was where your request was initially passed and it was upon their advice that the various services were contacted. Many services will not have any involvement in Third Sector funding but those that do or may, such as Social Services, Education, Community Development etc will not all have or record the information in the manner, and have advised regarding the collective issue in determining whether the services holds the information, together with locating, retrieving and extracting the information.

Is there any particular organisations that you are interested in which may allow us to provide some meaningful information?

Dear Derek O'Connor,
Thank you for offering to provide information on a specific organisation- unfortunately this would not fit with the research which is about totality of funding from Public Sector to Third Sector.
Clearly this is presenting a problem for your departments which may imply that as an Authority that there is no accounting practice in place to provide detail. I would therefore request can you provide two figures only - total funding to Third Sector and the total number of organisation in receipt of the funding.

Dear Derek O'Connor,
It is now clear that Conwy is the only Council in North Wales that has not been able to provide the information requested as part of a standard FOI.
I would like to include data from your County but if this is not forthcoming as a standard FOI will have to assume that the financial record keeping in place is not adequate or fit for purpose.
Please advise if there has been any changes that will enable the original request to be fulfilled.
