Please provide me with an up-to-date data set showing date, time, location street, location town, offence description/category/type, and disposal method at a minimum for each individual alleged offence submitted by third parties online to report road traffic incidents / alleged traffic offences with supporting video/dashcam/helmet cam or similar footage.

I am essentially looking for data in a similar form supplied by the Met police as per the below link which the Met provided against another FOI request for the period from 1 January 2023 to 30 June 2023.

If possible to add please add car/vehicle make and model for each offence too if available in your system already and the case reference number (but if there are concerns about this then okay to leave out).

Fact - It is not possible to extract and verify data on street, time, town
or vehicle make and model.

Reasoning -  

 

With regard to Question 2, Essex Police are unable to report on the
specific street, time, town or vehicle make and model in relation to each
offence reported via third party submitted footage as these details are
not retained on the system after each submission has been processed. To
attempt extract this information would require cross-referencing each
processed submission with recorded offence records, collating this
information and then assembling it into a bespoke report. To do so would
exceed the time and cost limits of an FOI request.

 

Duty to assist - When refusing a request on cost ([6]Section 12(1)/12(2),
outside of the act and in effort to assist we can provide the following

Essex Police will conduct a review as requested.  

 

As you will be aware the Information Commissioner's guidance for reviews
held under Section 50 of the Act is that they should be completed
within twenty working days of receipt of the complaint (unless exceptional
circumstances arise in which case the authority may extend the deadline by
a further twenty days) this will give a deadline of the 02/10/2023.

Further to your internal review request, I apologise for the delay in our
response, workload and delay from the relevant departments have resulted
in our failure to comply with Part VI of Section 45 Code of Practice which
suggests that an internal review should be provided within 20 days. Please

The original questions and our response have been reviewed and I can
clarify the below.

Disclosure 21^st August 2023

It is not possible to extract and verify data on street, time, town or
vehicle make and model.

Exemption - [1]Section 12(1)  

Outside of the obligations under the act information regarding
submissions, type and disposal type was provided.

 

Internal review request 4^th September 2023

Other police forces provide detailed information on means of disposal and
Essex Police is trying to use exemptions and excuses to not provide
information. Some examples from other police forces below who have all
provided the information as it is available in police software/databases.

 

Internal review response

Additional enquiries have been made with our Road Police Support –
prosecutions,  and I have just been provided with this further
explanation,

We do not retain data for offences that have been NFAd. Over the period in
question the Extra Eyes Team dealt with 2592 submissions. To obtain the
other data for the offences would take, as a rough estimate assuming each
one takes 7 minutes to research, one person about 302 hours as they would
have to drill down into each submission to extract the info from other
resources. It is not data that is used by us and therefore not retained on
our log.

 

Therefore, in respect of Section 12(1) applied to the timeframe of your
request the decision issued originally is upheld. I can however provide
that under Section 16 of the act the original FOI response should have
provided advice and assistance so far as it would have been reasonable to
expect the authority to do so and a more detailed explanation regarding
the time and cost limits should have been given.  If you wish to resubmit
a request based on a revised timeframe, a new FOI will be logged and
enquiries will be made with the above department and the principles within
FOI applied.
