passed their theory test.
Before we are able to respond, I would like some clarification of the
information you have requested. Please could you clarify if you require
information on the number of attempts candidates have taken to pass their
theory test. If this is the information you require, please complete
question(s) 1 to 4 on the attached document.
If the information you require is not the number of attempts candidates
have taken to pass their theory test, please can you clarify exactly what
information you require.
Please note that without clarification of your requirements we will be
unable to process your request. If you do not respond within three months
from the date of this letter, then we will consider your request closed.
If you wish to discuss your request further then please contact me on the

the information you have requested. Please can you clarify the following:
o What category of test do you require the information for? (e.g. car,
bike etc)
o For what time period do you want us to include in your response? (we
hold records dating back to 2004, if you specify a later year, this
may not include any attempts taken prior to the date specified)

Information requested under the Freedom of Information Act (FoIA)
Further to our email of 23 September 2013, I can confirm that we have
handled your request for information about the number of people who
initially took a theory test but never obtained a pass within the terms of
the FoIA.
Between 1 January 2008 and 31 December 2012 there have been 346,829
individuals who have initially taken at least one car theory test but not
obtained a pass.
If you are unhappy with the way we have handled your request, you should
ask for an internal review by contacting the Information Compliance
Manager, at the above address.
