Dear Coast to Capital Local Enterprise Partnership,

The Valley Garden 3 disbenefits submitted by B&HCC claimed

This will result in significant journey time disbenefits of £17.042 million. Assessment of these
(dis)benefits was based on the model outputs from the city centre PARAMICS traffic model
developed for BHCC by AECOM.

Please provide the With/Without (the scheme) journey time estimates that were submitted and the Baseline and Baseline Validation data submitted to support these estimates.

If such evidence was not provided and your consultant sought clarifications, please provide copies of any notes, correspondence (including emails) or memoranda of interview/meeting/telephone call relevant to satisfying yourselves that B&HCC's Traffic and Air Quality impact analyses were robust ( i.e. met the relevant DfT and DEFRA guidelines for assessments).

Further to my email of 31 October, I am now following up with further information.

As you may be aware this Project has been considered by the Coast to Capital Investment Committee and Board and as such has received the appropriate levels of due diligence.
Full details about these Meetings are published on our website.

In consultation with our delivery body (Brighton and Hove City Council) I attach a document from the company Mott MacDonald regarding the Benefits and Monitoring Plan for this Project.
This report is not in the public domain and may be of interest in relation to your enquiry. This document was used as part of the assessment process.
