Dear Brighton and Hove City Council,
The Valley Garden 3 disbenefits submitted to the LEP stated that
This will result in significant journey time disbenefits of £17.042 million. Assessment of these
(dis)benefits was based on the model outputs from the city centre PARAMICS traffic model
developed for BHCC by AECOM.
Please confirm the disbenefits included the new A259 junction at Dukes Mound and the knock on effect of the higher congestion levels on traffic beyond the City Centre.
Please confirm your analysis took into account all narrowing of carriageways to all types of traffic and provide the road width & TA 79/99 calculations used.
Please provide the PARAMICS inputs and outputs for the standard "with"/"without the scheme" analysis required for DfT Transport impact assessments.
Please provide the Validation data and the validation outputs used to confirm the PARAMICS baseline position, in accordance with DfT guidelines. The queue measurements are of particular interest.
