Dear University of South Wales,

Could you please provide me with the following information regarding the University’s Careers Services and its business relationships with private ltd companies?

For the academic years 2016/17 OR 2017/18:

• What was the total expenditure budget of the University’s Careers Services (excluding operational costs such as salaries)?
• How many private ltd companies did the University’s Careers Service do business with?
• Approximately how much did the University’s Careers Services spent on acquiring products and services from third-party private companies?
• How much did the University’s Careers Services spend on careers literature (booklets, leaflets, handouts, etc.) provided by Graduate Prospects ltd?

FREEDOM OF INFORMATION ACT 2000 - INFORMATION REQUEST

 

Thank you for your request for information received on 4th October 2018
and apologies for the unacceptable delay.  Please find below the
University’s response:

 

•             What was the total expenditure budget of the University’s
Careers Services (excluding operational costs such as salaries)?

£63,779

•             How many private ltd companies did the University’s Careers
Service do business with?

•             Approximately how much did the University’s Careers Services
spent on acquiring products and services from third-party private
companies?

£30,400

•             How much did the University’s Careers Services spend on
careers literature (booklets, leaflets, handouts, etc.) provided by
Graduate Prospects ltd?

 

The University holds this information but considers that the information
is exempt by virtue of Section 43(2) (Prejudice to commercial interests)
of the Freedom of Information Act 2000. 

 

Section 43 (2) Commercial Interests. 

 

This exemption applies as the data, if released to the public domain,
would be likely to prejudice the commercial interests of the University or
a supplier. 

 

Disclosure of this information would be prejudicial to suppliers as it
would reveal competitive elements of their bids they would otherwise have
no expectation of sharing. We believe that, aside from prejudicing our
suppliers’ commercial interests, our own commercial interests would be
damaged. It is considered that by disclosing information relating to
procurement, the University would be deterring businesses from working
with the institution as it would lead to their commercial information
being disclosed publicly. This would be detrimental to the University and
would potentially damage our services and our finances. We strongly
believe that this would not be in the public interest as it is important
that as a public authority we can secure the best quality and value in our
procurement processes.

 

We recognise that there is a need for transparency and accountability to
enable the public to understand how public money is spent.   However, we
consider that provision of this information would be prejudicial to the
commercial interests of a supplier. Accordingly, whilst we believe
strongly in the importance of transparency, we do not believe that the
reasons for disclosure outweigh the reasons to withhold the information to
protect the commercial interests of our suppliers and the University. As
such, we find that the use of a section 43(2) exemption is appropriate and
will be withholding the requested information.

 

In respect of your request for information regarding this part of your
request in accordance with section 17 of the Freedom of Information Act
2000 this letter acts as a Refusal Notice.
