The so-called "Healthy Neighborhood Scheme" analysis and data

Response to this request is long overdue. By law, under all circumstances, Lewisham Borough Council should have responded by now (details). You can complain by requesting an internal review.

Dear Lewisham Borough Council,

On Friday 17 January I asked Cllr James Rathbone, via Facebook, to provide a copy of Lewisham Council's Equality Impact Assessment and Economic Impact Assessment that were prepared and considered before the Council agreed to go ahead with the 'trial' Lewisham and Lee Green 'Healthy Neighborhood Scheme'. I also asked for the hourly traffic flow data of streets in and around the scheme area and the projected traffic hourly traffic flow in and around the scheme area once the scheme is in place. I made it clear to Cllr Rathbone that the request was being made under the FOI Act.

I do hope that you are able to provide the information I have asked for, within the correct time frame. (20 days from 17 January). The Information Commissioner has provided guidance to public authorities on how to handle FOI requests received via social media (i.e. it's permitted), so I trust that everything is in order.

I would like to add one additional request. Please can I also have any report or document that projects the likely cumulative impact on the main roads in Hither Green and Lee once all 15 schemes are operational.

We cannot produce a Equalities and Economic Impact Assessment as we do not
have a final proposal yet. Once we do have a signed off trial scheme
(Transport for London need to assess the scheme impacts against bus
journey times before approving the trial) we can progress these reports.
This may not be for a few months yet.
 
We attach a map of the weekly traffic counts for the roads in and around
the area. We will be taking traffic counts during the trial too so we know
exactly what the impacts have been on the roads once we've launched the
trial. These will be made public via our project website

processed.

I am writing to request an internal review of Lewisham Borough Council's handling of my FOI request 'The so-called "Healthy Neighborhood Scheme" analysis and data'.

I asked for a copy of Lewisham Council's equality impact assessment, but you say you have not undertaken these considerations yet. However, page 5 of the Government’s Quick Start Guide to the public sector Equality Duty ( https://www.gov.uk/government/publicatio...) and page 11 of the Equality and Human Rights' Commission’s guidance (https://www.equalityhumanrights.com/en/p...) says the duty must be complied with *before* and at the time a particular policy is under consideration, as well as at the time a decision is taken - that is, in the development of policy options, and in making a final decision. Are you admitting that the Council has been acting unlawfully when developing this scheme? If the Council has been acting lawfully, please can I have a copy of these equality considerations?

In addition, I asked for the *hourly* traffic flow data of streets in *and around* the scheme area, but you have not provided this. Instead you have provided only aggregated *weekly* totals and only for streets *within*, but not surrounding, the trial site. That is not what I requested.
