The sale of a building and conversion to a mosque
Dear Bolton Metropolitan Borough Council,
The Masjid e Umar Mosque situated at back Settle Street and Leonard street, great lever, Bolton, BL3 3. has been recently converted into a Mosque, can I request the information as to.
1) for how long was it for sale, where the property was advertised and the price also the price when sold.
2) when an application to convert into a Mosque was made & granted .
3) who owns the building now .
4) did anyone voice any worries, objections, concerns, ie noise, vehicles parking, the extra volumes of traffic where many vehicles already drive above the speed limit in force, children's safety because it's in front of the recreational play ground entrance and the family Health clinic entrance which has a nursery school also.
5) if and when letters were sent to local or the closest residents living near the development asking for anyone who wants to engage, who objected, has any questions or even wanted to see the plans could.

I write further to your request for information received on Monday 9^th
September 2019. Having considered your request it is the Council’s view
that some of the information which you have requested is not held by the
Council, and that the remainder is exempt from disclosure under the
Freedom of Information Act 2000 (“the Act”).
Section 17 of the Act requires that when refusing a request the Council
provide a refusal notice which a) states that fact, (b) specifies the
exemption in question, and (c) states (if that would not otherwise be
apparent) why the exemption applies.
You requested:
The Masjid e Umar Mosque situated at back Settle Street and Leonard
Street, Great Lever, Bolton, BL3 3, has been recently converted into a
Mosque. Can I request the information as to:
1. For how long was it for sale, where the property was advertised and
the price, also the price when sold.
The sale of the former Monton Street Depot was progressed without going to
the market and therefore was not advertised for sale; consequently this
information is not held.
The Council obtained an independent valuation for the site beforehand and
the price paid was based on the figure provided. The Council is able to
progress a sale in this way as long as the valuation obtained reflects the
market value of the property.
With regards to the price paid, we consider that the exemption under
section 21(1) of the Act applies to this information. Section 21(1)
provides an exemption where the information is reasonably accessible by
other means.
