The Race Equality Action Plan for Wales

Dear Senedd,

I would like to request information and clarification on terminology used within "The Race Equality Action Plan for Wales".

1 - Please can you elaborate on and provide a comprehensive definition for the term "White Privilege".

The definition you provided within the original Action Plan is detailed below:
"Privilege (or “white privilege”) is when the majority of decision makers who are white do not take into account the automatic privileges – of position, resources, influence, authority and historical beliefs – on superiority and inferiority in decision-making, and the ways in which these can disadvantage Black, Asian and Minority Ethnic people."

2 - Please can you provide evidence for these "automatic privileges" White people have and any accompanying studies that support this evidence for the below:
a) Position
b) Resources
c) Influence
d) Authority
e) Historical Beliefs

3 - In the updated version of the Action Plan, you removed the term "White Privilege" from it. What was the reason for removing it?

4 - Throughout the Action Plan, when referring to White people, you have written "White" with a lowercase w 27/44 times in the original plan and 12/32 times in the updated version. In contrast, you have used a lowercase b when referring to Black people 2/223 and 6/291 times, and a lowercase a when referring to Asian people 0/245 and 0/212 times in the original and updated Action Plan respectively.

As the English Language would dictate, nouns and adjectives referring to language, race, and nationality should always be capitalised. It is improbable that this was a grammatical mistake when you look at the percentage of lowercase letters used when referring to each race in the original and updated version of the Action Plan:
White - 62%/ 38%
Black - 0.9%/ 2%
Asian - 0%/ 0%

a) What is the intent and reasoning behind using a lower case "w" when referring to White people?
b) Will you be amending the Action Plan(s) to make it grammatically correct.
c) Please provide a timeframe on when these amendments will be completed.
