Response:
I am providing notice under Section 17 of the Freedom of Information
(Scotland) Act 2002 that the Council does not hold the information
requested and so, is unable to comply with your request. A PPC group
would only be called in the event of an incident. To date there has been
no requirement to hold such a group.
In relation to Question 2, as well as the above Section 17 Notice being
applicable in relation to part one of the question, in relation to part 2
of the question, I confirm that the Council holds the information
requested but are refusing your request, as set out under Section 16 of
the Freedom of Information (Scotland) Act 2002. The reason for this
refusal is that the information is subject to absolute exemption under the
terms of section 25 of the Act in that the information is otherwise
accessible.
However for assistance I can advise that this is contained within the
Council's Scheme of Delegation which can be found at:

I hope this information is of interest.
Review Procedure
If you are dissatisfied with the way in which the Council has dealt with
your request, you are entitled to require the Council to review its
decision. A copy of the Council’s review procedures is detailed in the
attachment below.
