The PCC's [Jane Kennedy] Selection of Cllr Ann O'Byrne For The Position of Deputy - Part 3

The request was successful.

Dear Merseyside Police and Crime Commissioner,
On the Police Commissioners website:
https://www.merseysidepcc.info/home/abou...

it states the following in relation to the appointment of Cllr Ann O'Byrne:
'Please also find the Commissioner's letter to the Police and Crime Panel informing them of her decision to appoint Ann following the Confirmation Hearing'.
QUESTION1 - At the Merseyside Police & Crime Panel – 15th May 2014 - it was clearly stated by the panel that they had not been officially informed that the PCC was going to recommend Cllr Ann O'Byrne for the position of Deputy Police Commissioner at that meeting. Therefore, it was not an official Confirmation Hearing. This information is misleading - why was it put on the website?

QUESTION 2 - Jane Kennedy wrote to Cllr Bill Weightman /Chair, Merseyside Police and Crime Panel on the 19th May 2014, rejecting all the Panels recommendations to re-run the selection process for an Assistant Crime Commissioner in'a new open and transparent appointment process' - Please supply a copy of Cllr Weightman's response to Jane Kennedy's letter.

Yours faithfully,

Josie Mullen

Dear Ms Mullen

Re: Freedom of Information Request – Our Ref: 2020/03

I refer to your recent request:

1.      At the Merseyside Police & Crime Panel – 15th May 2014 - it was
clearly stated by the panel that they had not been officially informed
that the PCC was going to recommend Cllr Ann O'Byrne for the position of
Deputy Police Commissioner at that meeting. Therefore, it was not an
official Confirmation Hearing. This information is misleading - why was it
put on the website?

2.      Jane Kennedy wrote to Cllr Bill Weightman /Chair, Merseyside
Police and Crime Panel on the 19th May 2014, rejecting all the Panels
recommendations to re-run the selection process for an Assistant Crime
Commissioner in 'a new open and transparent appointment process' - Please
supply a copy of Cllr Weightman's response to Jane Kennedy's letter.

In response to your request, I can advise:

1.     Question 1 requests an explanation as to a decision taken by the
Merseyside Police and Crime Panel, in relation to the appointment of a
Deputy Police and Crime Commissioner. The Panel is an external
organisation and is therefore the relevant authority to contact with your
request.

The requested information is not held by the Office of the Police and
Crime Commissioner and therefore, my response is “no information held.”

2.     The OPCC has no record of a response being received from Cllr Bill
Weightman, following the PCC’s letter of 19^th May 2014.

We have liaised with the Merseyside Police and Crime Panel, who have also
confirmed that they have no record of a response being sent to the PCC
from Cllr Weightman.

Therefore, my response is “no information held.”

Yours sincerely,

Laura Owens
