Dear Warwickshire County Council,

The Warwickshire County Council Highways Department received £60,000.00 in Section 106 monies consequent to the development of The Pastures, Kinwarton Farm Road, Alcester by Redrow Homes plc.

The relevant entry in the S106 agreement is Highway Contribution (page 13) Part II and concludes by saying 'to be used to the enhancing the provision of public transport serving the development'.

Please explain in detail how and when this significant sum was spent and to what services have been enhanced.

received by Warwickshire County Council consequent to the development of
The Pastures, Kinwarton Farm Road, Alcester.

Please accept my apologies for the delay in responding to your email of 29
March 2023.
 
Having sought advice from the relevant colleagues I am now writing to
advise that we are unable to provide this information to the level of
detail that you are seeking.
 
I understand from the advice I have been given, that is hard to get
specifics on S106 funding as it all ends up in a big "pot" and this is
drawn down on. This is on an annual basis to support bus services. 
 

It should also be borne in mind that a lot of S106 funds were frozen
during Covid as most buses services were suspended due to sickness or lack
of drivers (an issue we are still experiencing now). 

 

However, we can advise that the additional journeys were introduced more
recently, both journeys quoted are operated by Stagecoach and the funding
has been used to provide those services.

 

I hope the above is of help to you. However, if you are unhappy with the
handling of your request you do still retain the right to request an
internal review. Advice on how to do this is included within our original
response of 27 March 2023.

Unbelievably Warwickshire County Council(Highways Department) cannot provide information on how a grant of Section 106 monies amounting to £60,000.00 has been spent. The best they can do is say it was given to Stagecoach to improve services around the time of Covid. This is 7 years after the development was completed. Surely this money should have been spent promptly for the benefit of residents? Interestingly they say Section 106 money goes into 'a big pot' which is totally contrary to the response you get from elsewhere in the council.
I will consider how we go forward especially as there is more S106 money allocations to be explored.
Overall very disappointed.
