This can be provided in any format, however, a spreadsheet detailing each role and a mark as to whether the role requires the role holder to sign a declaration as to their recognition of being bound thus required to comply with the Act(s).

2) Please provide a disclosure of the format used by your authority which requires the signature of any role holder who is subject to provisions as set out in the Official Secrets Acts 1911-1989 such as an "Official Secrets Acts & Confidentiality Declaration"

You had asked:

Response:

Section 1 of the Freedom of information Act 2000 (FOIA) places two duties
on public authorities.  Unless exemptions apply, the first duty at
s1(1)(a) is to confirm or deny whether the information specified within a
request is held.  The second duty at s1(1)(b) is to disclose information
that has been confirmed as being held.  Where exemptions are relied upon
Section 17 of the FOIA requires that we provide the applicant with a
notice which: a) states that fact, b) specifies the exemption(s) in
question and c) state (if that would not otherwise be apparent) why the
exemption applies.

All officers/staff are bound by the provisions as set out in the Official
Secrets Act, however, we do not hold a list specifying which roles require
(or not) a formal signed declaration.  Instead, and prior to commencing
employment all new starters are required to review various documents,
including a ‘Guide to the Official Secrets Act’, and the ‘Security
Matters’ handbook before signing a declaration which covers a wider scope
of an individual’s responsibilities and obligations.  A copy of the
handbook (with declaration) is attached.  

 

 

Surrey Police provides you the right to request a re-examination of your
case under its review procedure. How to do this is set out in the attached
Appeals Notice.  Having followed the full procedure, if you are still
dissatisfied, then you have the right to direct your comments to the
Information Commissioner who will give your case consideration.
