Dear Homes and Communities Agency,

I have recently searched for "New Freehold Properties" (Houses not flats) within a ten mile radius of my current address and the result was "none found." after removing the keyword "freehold" there were 22 new houses available and many more under construction.

As the government holds a 20% stake on all the new-buy sales I would be grateful if you could supply me with the number of annual Freehold, Leasehold and Escalating Leasehold sales purchased under the governments help to buy scheme from 2010 to 2014 inclusive.

Of the 4,385 leasehold sales do you differentiate between free-standing homes and Flats? I would be grateful if you could supply me with the details of both categories. I would also like to receive the statistics on all the other schemes pre-dating 2013.

Thank you for your further email.

We will take this forward as a new FOI request however I was wondering if you could help clarify the second part of your request, where you refer to other schemes pre-dating 2013.

We can interpret this request in two ways:

1) Request for the break down between leasehold and freehold disposals under the HCA schemes pre-dating 2013; or

2) Request for the break down between houses and flats for both freehold and leasehold disposals under HCA schemes pre-dating 2013.

We also interpret "schemes pre-dating 2013" to mean only those schemes commencing from the creation of the HCA in 2008.

Please can you respond letting me know which of the above interpretations you would like us to investigate and we will do so. Alternatively, if neither of the above interpretations is correct, please let us know.

Further to the letter we sent you last week, we can now provide you with
the information in response to your second question.

 

2. The  breakdown  between  houses  and  flats  for  both  freehold  and 
leasehold disposals under HCA schemes pre-dating 2013.

i)          HCA is responsible for three equity loan schemes which
pre-date 2013: the First Time Buyers Initiative (FTBI) 2007-2010; HomeBuy
Direct (HBD) 2010-2013, and; FirstBuy (FB) 2011-2013. 

ii)          The breakdown for houses and flats, freehold and leasehold,
from all available and validated data, is shown in table below. 

iii)         These figures do not include Greater London as that data is
owned by the Greater London Authority (Help to Buy data provided in
response to Q2 was inclusive of London schemes as the Agency is delegated
by GLA to deliver the Help to Buy Programme in London).

iv)         HCA did not collect data on property type or tenure type for
FTBI

v)         A small number of records have been omitted due to incomplete
data/ non matching errors

Here is the response to the request for clarification. Please note in the
response it’s the same data given previously but excludes the FTBI numbers
as we don’t have any tenure or type split for those:

SUMMARY

·         Homebuy Direct and Firstbuy sales pre 01 April 2013 total
21,540;                            

·         of those 14,010 were freehold (65%) and 7,530 leasehold (35%);
                             

·         of the 14,010 freehold, 13,191 were houses (94.2%) and 819 were
flats (5.8%)                                  

·         of the 7,530 leasehold, 1129 were houses (15%) and 6401 were
flats (85%)
