The number of houses exempt from paying council in Exeter occupied by students
Dear Exeter City Council,
Can you advise how many houses in Exeter are exempt from paying council tax because they are occupied by students? Can you confirm this figure for the years 2004-2005, 2012-2013 and 2013-2014 and the value of these exemptions for each of the periods listed please?
Yours faithfully,
T Harper

Thank you for your request for information.
Unfortunately I am unable to provide information relating to 2004/05
because the Council only holds information dating back to 2009.
The information I am able to provide relates to October of each year.
Oct 2012 - 2,455 cases at £3,620,756.75
Oct 2013 - 2,739 cases at £4,066,072.89
Please note: Council Tax Class N exemptions (students) include purpose
built student accommodation as well as shared student houses. Much recent
growth has been the former.
While Class N exemptions do not pay Council Tax, the student population
will be a demographic characteristic that is used by Government in its
complex calculations of our formula grant so the Council does get
compensated in another unquantifiable way.
Exeter City Council is committed to openness and transparency. If you
wish to request a review of either our decision, or the way your request
has been handled, please write to the Council's Corporate Manager at the
address below. Your request will be considered in line with our Review
Procedure. Full details of this procedure, including your right of appeal
to the Information Commissioner, are available on our website at
