I am writing to request an internal review of Her Majesty’s Courts and the Tribunals Service's handling of my FOI request '"The Magistrate at Home - A Guide for Magistrates in London on Out of Hours Warrant Applications" - your reference FOI 95210.

While you claim that the entirety of the document requested is exempted under section 31(1) (c) FOIA, I am very skeptical as to this broad and sweeping statement. I see no evidence that the decision-maker has considered whether it is possible to release part of the document, or make redactions. It would, for instance, seem absurd that the cover page of the Guide is covered by Section 31(1)(c). While I am of course not asking you to release only the cover page and redact the remainder of the document, I merely wish to point out that a claim that the entirety of the document is covered by Section 31(1)(c) seems hardly arguable - especially as you have only given very general reasoning for why the release would be likely to prejudice the administration of justice.

I would ask for a substantive reconsideration of the document requested and a meaningful answer by way of Internal Review. Please be assured in advance that if I once again receive a "blanket refusal" (covering the entire document), I should be glad to involve the Information Commissioner's Office.
