I am writing regarding your request for information, which was received on
18.10.18. I apologise for the delay in sending you this information.
In that request you asked us for information below:
o Please would you send me a copy of the law that states that all
tower-blocks must now have window-restrictors fitted?
I can confirm that the search for the information you requested has been
completed and I can advise you of the following:
o There is no actual law which states window restrictors must be fitted.
We must, under Health and Safety, take appropriate steps to ensure the
safety of both residents and the public, and the fitting of these
restrictors reduces the risk of injury.
Health and Safety is of extreme importance, and as a result of several
incidents where objects had been thrown out of windows in tower blocks a
risk assessment was undertaken. This risk assessment considered the danger
to the public walking below from an object thrown from a window, the
danger of a fall from the property by a resident or child from an open
window (where the restrictor had been bypassed), the potential breakage of
a hinge should a window be fully reversed, as well as possible fire
transference from one flat to another.
As a result of this assessment, to mitigate the risks it was concluded
that restrictors must be installed to all windows in high rise buildings.
